UNITED EUROPEAN YOUTH – KA3
The projects of this action aim to create networks that promote regional associations, which will be managed with the cooperation of young people from all over Europe.
Objectives
They aim to stimulate cooperation, enabling young people from all over Europe to establish joint projects, organize exchanges and promote training initiatives through face-to-face and online activities.
Specific objectives
- The promotion and development of a more transnational structured cooperation, online and offline, between different youth organizations to create or strengthen partnerships focused on solidarity and the inclusive democratic participation of all in a context of entering socio-economic structures and in line with the EU Youth Strategy 2019-2027, the European Youth Goals, the EU Dialogue with Youth and the European Year of Youth 2022
- The promotion of the 6 fundamental values of the EU that form the foundations of our society: respect for human dignity, freedom, democracy, equality, the Rule of Law and respect for human rights, including those of minorities.
- Youth organizations involved in initiatives to encourage young people to participate in the democratic process and in society by organizing training courses, and to raise awareness of the similarities between young Europeans and encourage discussion and debate about their relationship with the EU, values and democratic foundations. This includes organizing events with a view to the 2024 European Parliament elections and beyond, promoting the participation of underrepresented youth groups in politics, youth organizations and other civil society organizations through youth participation with fewer opportunities, such as vulnerable and disadvantaged youth from a socio-economic point of view.
- New ways to empower youth organizations, supporting innovative forms of cooperation and creating, developing and managing networks. It can encompass the improvement of collaboration between youth organizations in a digital context through non-formal learning methods and organizational models as alternative modes of exchange and mutual aid.

Strengthen the European dimension of the activities of grassroots youth organizations, especially activities on how to live better together and help design sustainable future ways of life on a transnational scale.
Activities
The action is aimed at NGOs (non-profit) and public bodies that propose projects with the capacity to mobilize young people in associations that cover different countries and regions within the Member States, as well as to contribute to the development and application of the NGO EU Strategy for Youth.
Mobility activities for young people can be a key component of the United European Youth action projects. This mobility must offer cross-border exchanges and non-formal or informal training opportunities for young people from all over Europe who can prepare and support each other through online forums to contribute to the objectives of this action.
Admissibility criteria
- Who can submit an application?
To be admissible, they must:
- Being legal entities;
- Be established in an EU Member State or a 3rd country associated with the Program;
- Being an NGO that works in the field of youth;
- Be local, regional or national public authorities;

Public or private companies, small, medium or large companies, including social enterprises, can also participate, but not as coordinators.
Beneficiaries can be, for example:
- An NGO, association or non-profit organization;
- A national youth council;
- A local, regional or national public authority;
- An educational or research institution;

Proposals must be submitted by a consortium of at least 5 applicants from at least 5 EU Member States or 3rd countries associated with the Program.
- Place where the activities can be carried out
The activities must be carried out in an EU Member State or a third country associated with the Programme.
- Project duration
Projects will normally last 24 months. Extensions are permitted as long as they are duly justified and introduced by way of an amendment.
- Does the application have to be submitted?
To the European Education and Culture Executive Agency (EACEA). A single organization can only submit one application within the established period. Ref: ERASMUS-YOUTH-2024-YOUTH-TOG.
- When should the application be submitted?
Before March 7 at 17 p.m.
Launching a project.
A project of the United European Youth action consists of 4 phases:
1) Determination and start of the project: detect a problem, need or opportunity that can be addressed through the project idea in the context of the call; define the key activities and the main results to be expected; identify stakeholders and potential partners; formulate the objective or objectives of the project; ensure that the project is aligned with the strategic objectives of the participating organizations; carry out some degree of initial planning so that the project can get off to a good start and gather the necessary information to move forward.
2) Preparation, design and planning: specify the scope of the project and define an appropriate approach; decide on the schedule for carrying out the planned tasks; calculate the necessary resources; define appropriate objectives and impact indicators (specific, quantifiable, achievable, relevant and limited in time); define project outcomes; develop the work program, the formats of the activities, the expected impact and the estimated global budget; prepare an implementation plan that includes the strategic aspects of project governance, monitoring, quality control, reporting and dissemination of results; establish practical provisions and confirm the target group or groups of the planned activities; establish agreements with partners and draft the proposal, etc.
3) Execution and monitoring of activities: Carry out the project in accordance with the established plans, complying with the preparation of reports and communication; track ongoing activities and evaluate project results, comparing them with those planned; detect any deviation from the plan and adopt the measures, addressing the problems and risks that arise; detect aspects that do not conform to established quality standards and adopt corrective measures.
4) Review and impact assessment: evaluate the results of the project by comparing them with its objectives and its implementation plans; evaluate the activities and their impact at different levels, share and make use of the project results.
Horizontal aspects that must be taken into account to develop a project:
- Environmental sustainability.
- Inclusion and diversity.
- Digital dimension.
- Common values, commitment and civic participation.
Concession criteria
- Relevance of the project (max. 30 points).
- Quality of project design and execution (max. 30 points).
- Quality of the association and cooperation mechanisms (max. 20 points).
- Impact (max. 20 points).
In order to qualify for financing, a minimum of 60 points must be reached.
Expected impact
As a general rule, and within the limits set by the national and European legal frameworks in force, the results must be made available in the form of open educational resources, as well as on professional, sectoral or relevant competent authority platforms. The proposal must describe how the data, materials, documents and activities of audiovisual media and social networks produced through open licenses will be freely made available and promoted, and will not contain disproportionate limitations.
Financing rules. The amount will be set by the awarding authority on the basis of the estimated budget of the project, the result of the evaluation and a financing percentage of 80%. Maximum EU contribution per project: 500.000 euros.
How is the amount at a given price determined?
Applicants must fill in a budget table taking into account the following aspects:
a) The budget must be detailed, when appropriate, by beneficiary(ies) and be organized in coherent work packages
b) The proposal must describe the activities contemplated in each work package.
c) Applicants must include in their proposal, a breakdown of estimated costs, showing the percentage represented by each work package
d) The costs described may cover the costs of personnel, travel and accommodation, equipment and subcontracting, as well as others.
Proposals will be evaluated according to the usual procedures with the help of experts. The experts will evaluate the quality of the proposals taking as a reference the requirements defined in the call. The achievements of the project will be evaluated based on the results actually obtained. The funding mechanism will allow focus on results rather than inputs, emphasizing the quality and degree of achievement of measurable objectives.
Jean Monnet shares
Jean Monnet actions in higher education support teaching and research in the field of European Union studies in the world.
Studies refer to teaching, learning and research about the European Union, its history, its objectives, its structures, its functions or its policies.
In the case of EU policies, Jean Monnet actions must contribute to spreading knowledge about how these policies can benefit the everyday lives of citizens in the EU or abroad, or how they can influence the policy-making system policies, in similar areas, either at the level of the Member State or abroad, at the national, regional or global level.
Objectives of the actions
The Jean Monnet teaching and research actions:
1. They promote excellence in teaching and research in the field of European Union studies worldwide and facilitate the professional development of EU studies for the next generation;
2. They encourage dialogue between the academic world and society, including local, regional, state and EU political leaders, officials, civil society agents, representatives of the different educational levels and the media;
3. They will generate knowledge and ideas that support EU policy-making and strengthen the EU's role in Europe and the globalized world;
4. They will reach a wider audience and spread knowledge about the EU in society, bringing the EU closer to the general public;
5. They will try to serve as a vector of public diplomacy towards 3rd countries not associated with the Program, while promoting the values of the EU and improving the visibility of what it represents and aims to achieve.
Set up
Jean Monnet shares must take one of the following forms: Modules, chairs i centers of excellence.
- Els modules are short teaching courses or programs in the field of EU studies offered within a higher education institution. The minimum duration is 40 teaching hours per academic year for 3 years. Modules can focus on a particular discipline of EU studies or take a multidisciplinary approach. They can also take the form of specialized or short summer programs.
- The chairs are specialized teaching positions in EU studies for university professors lasting 3 years. The holder must be a single teacher, who must teach at least 90 teaching hours per academic year. The chair may also have a team to support and improve the activities, including the teaching of additional teaching hours.

Els centers of excellence they are centers of reference for competence and knowledge on topics related to the EU. They must bring together the specialized knowledge and skills of high-level experts with the aim of developing synergies between the different disciplines and resources of European studies.
Jean Monnet beneficiaries are asked to organize activities and events that guarantee openness to political leaders, public officials, civil society and the general public.
Admissibility criteria of modules Jean Monnet
- Who can submit an application?
Applicants must:
- Being an institution of higher education;

Be established in a Member State, a 3rd country associated with the Program or a 3rd country not associated.
- Permissible activities
The modules must be taught for a minimum of 40 teaching hours per academic year in the field of EU studies. Instructional hours are considered to include direct contact hours in the context of group classes, seminars and tutorials, and may include any of the above possibilities in a distance learning format, but do not include individual teaching or supervision. Summer courses are accepted.
- Place where the activities can be carried out
Activities must be conducted in eligible countries.
- Project duration
They should normally last 36 months. Extensions are permitted as long as they are duly justified and are introduced through an amendment to the grant agreement.
