Who can participate in the Erasmus+program?
Persons constitute the main recipient of the program. The program reaches these people mainly through the organizations, institutions, agencies and groups that articulate the activities that support the Erasmus+program. Therefore, the conditions of access to the program are related to these two agents: the `` participants '' (people who participate in activities of the Erasmus+ project and who can receive a part of the EU grant intended to cover their participation costs) and the `` participating organizations '' (including the informal groups of young people who participate in an Erasmus+ project, either as applicants or members and workers). The conditions of participation of the participating organizations depend on the country where they are.
Participants in Erasmus+ project activities
As a rule, participants in Erasmus+ projects must be established in a Member State of the EU or in a third country associated with the program. However, some actions, mainly in the fields of higher education, education and vocational training, youth and sport, are also open to participants from third countries not associated with the program.
The specific conditions of participation in an Erasmus+ project depend on the type of action in question.
Generally speaking, the main recipient groups are as follows:
- In projects in the field of higher education, the main recipients are higher education students [Court (Higher Degree Training Cycles), first, second or third cycle], university and higher education professors, the staff of higher education institutions, trainers and business professionals;
- In projects in the field of education and vocational training, the main recipients are EFP learners and students, EFP professionals and trainers, initial EFP organizations staff, trainers and business professionals;
- At school projects, the main recipients are the directors of the schools, teachers and staff of the centers and students of elementary, primary and secondary education;
- In projects in the field of adult education, the main recipients are the members of the non -professional education organizations of adults and learners, trainers and non -professional education staff of adults;
- In projects in the youth field, the main recipients are young people of thirteen to thirty years, workers in the field of youth and staff and members of active organizations in the field of youth;
- In the projects in the field of sport, the main recipients are the professionals and volunteers of the field of sport, the athletes and the coaches.
The participating organizations are presented with the presentation and execution of the Erasmus+ projects. When a project is selected, the organization that has submitted the application becomes the beneficiary of an Erasmus+grant. The beneficiary organizations sign a subsidy agreement that gives them the right to receive financial support for the execution of their project.
The beneficiaries will design a communication strategy and a communication plan taking into account the following factors:
- Communication objectives: Applicants need to determine what they would like to achieve with their specific communication activities: to raise awareness, promote social values, develop new associations for the future or influence policies and practices.
- The public or recipient group: Applicants must determine who people want to get and who could take advantage of the results of the project. The public or recipient group must be defined in the most specific way possible. It may be the general public, specific interested parties, experts and other interested parties, responsible for decision -making, media, etc.
- The channels and activities to reach the recipient public: applicants must choose the most effective and appropriate channels and activities to adjust to the needs of the defined recipients, such as social networks, events or publications .
- The results of the project (products and effects) : such as a guide of best practices, a tool or product practical product, study research reports, knowledge and capacities acquired, etc. The results must also be shared or promoted on the Erasmus+ projects results platform ( https://erasmus-plus.ec.europa.eu/projects )
- The calendar: The applicants must effectively plan the moment that the different activities will be carried out (linking them to work plans/goals), agreeing realistic goals and guaranteeing flexibility according to the progress of the project, the changes in the needs of the public or recipient group, as well as the evolution of the political field and the procedure.
- Key performance indicators: Performance indicators are a valuable management tool for the monitoring of progress (and allow the introduction of adjustments if necessary) during the execution of communication and dissemination activities. They are also for the evaluation of the degree of success in fulfilling the objectives. Key performance indicators must be consistent with indicators of the 1st .

Principles of communication, open science, dissemination and dissemination
Erasmus+ open access requirement to teaching materials
Erasmus+ promotes open access to the results and products prepared in projects to support learning, teaching, training and work in the field of youth. The beneficiaries of Erasmus+ have the obligation to make available to the public, for free and with open license, the educational resources and the tools produced in the context of the projects funded by the program, such as documents, computer programs, etc. The materials must be easily accessible and must be obtained at no cost or limitations. The open license must allow the public to use, reuse, adapt and share the resource. These materials are called "open educational resources". To achieve the goal, resources must be hung in an editable digital format on an appropriate and open access platform. Although Erasmus+ encourages beneficiaries to use more open licenses, beneficiaries may choose licenses that impose some limitations, such as restricting commercial use to third parties or committing other people to use the same license in derivative works, as long as it adapts to the nature of the project and the type of material in question and continues to allow the public to use, reuse, adapt and share the appeal. Criteria that must be fulfilled to apply for a Cooperation Association - KA2
- Who can submit a request?
Any participating organization established in a Member State of the EU or in a 3rd country associated with the program may be applicant or coordinator. This organization submits the application on behalf of all the organizations participating in the project.
To be admissible, applicant organizations must have been legally constituted at least two years before the deadline for submitting applications.
In the case of associations in the fields of education, training and youth presented by European NGOs and managed by the European Executive Agency for Education and Culture (EACEA), the applicant coordinator must be an active European NGO in the field of education, training and youth.
- What kind of organizations can participate in the project?
Any public or private organization established in a Member State of the EU or Third Country associated with the program or any third country of the world not associated with the program can participate in a cooperation association. - Exception: Belarus organizations and the Russian Federation cannot participate in this action.
The organizations established in the EU Member States and in third countries associated with the program may participate as project coordinators or as associated organizations.
Organizations in third countries not associated with the program cannot participate as project coordinators.
Cooperation associations are open to any type of active organization in the fields of education, training, youth, sport or other socioeconomic sectors, as well as organizations that carry out cross -cutting activities in different fields.
- Participation of organizations as associate members (IRIE)
In addition to the coordinator and associated organizations, cooperation associations may also include other partners in the public or private sector who contribute to the execution of certain tasks or activities of the project or support the promotion and sustainability of the project.
In the context of an Erasmus+project, these partners will receive the name of associate members. For the purposes of contractual admissibility and management, they are not considered members of the project and do not receive any financing of the program as part of the project.
- Profile of the participating organizations
A cooperation association is a transnational project in which a minimum of three different organizations from three EU member states or third countries associated with the program must participate.
There are no maximum of organizations participating in an association.
In the case of applications submitted to national agencies in the fields of school education, professional education and training, adult education and youth, the same organization cannot participate in more than 10 applications for each term.
Cooperation associations promote cooperation between organizations established in the EU Member States or 3rd countries associated with the program.

- Duration of the project
Between 12 and 36 months
the duration must be chosen in the application phase, based on the objectives of the project and the type of activities planned.
The duration can be extended, as long as there is a justified prior request of the beneficiary and with the consent of the National Agency or the Executive Agency. The total duration does not have to exceed 36 months.

In the case of associations in the fields of education, training and youth presented by active organizations in these fields, except for NGOs: to the National Agency (SEPIE in Spain).
In the case of associations in the fields of education, training and youth presented by NGO: to the European Executive Agency for Education and Culture (EACEA) through the Financing and Bidding Portal.

- When should the application submit?
In the case of associations in the fields of education, training and youth presented by active organizations in these areas, less NGO: before March 5 at 12h, for projects that begin between January 1 and August 31 of the following year.

The description of the project will make a distinction between the management of the project and the work packages for the execution of it. Applicants must divide the project activities into "Job packages". The "Work Package" understood a set of activities that contribute to achieving common specific goals.

Small -scale association - KA2
- Who can submit a request?
Any participating organization established in a Member State of the EU or a 3rd country associated with the program. This organization submits the application on behalf of all participants.
- What types of organizations can participate in the project?
Any public or private organization. Regardless of the field to which the project is directed, small -scale associations are open to any active organization in the fields of education, training, youth, sport or other socioeconomic sectors, as well as the organizations that carry out cross -cutting activities in different fields.
- Profile of the participating organizations
It is transnational and at least 2 organizations from 2 EU member states or 3rd countries associated with the different program participate. There is no maximum number. The same organization cannot participate in more than 10 applications in total per period, either as a applicant or as a member.

Centers of Professional Excellence
Centers of professional excellence operate in a given local context and create ecosystems of abilities for innovation, regional development and social inclusion, while working with centers of professional excellence in other countries through international collaboration networks. They establish an ascending approach to professional excellence in which a wide range of local interested parties participates that allows EFP institutions to quickly adapt the supply of capabilities to the evolution of economic and social needs.
Networks pursue a convergence up to the EFP's excellence. This initiative introduces a European dimension into professional excellence, supporting the application of policy and EFP actions agreed with Member States, social interlocutors and EFP suppliers.
The concept of professional excellence is characterized by a holistic focus on the learner, where professional education and training:
- They are an integral part of capacity ecosystems and contribute to regional development, innovation, intelligent specialization and grouping strategies, as well as specific value chains and industrial ecosystems;
- They are part of triangles of knowledge and collaborate narrowly with other sectors of education and training, the scientific community and the business world;
- They allow learners to gain professional competencies and key competencies through a high quality offer that is based on the guarantee of quality;
- They develop innovative forms of association with the world of work and benefit from the continuous professional development of teaching and trainer staff, innovative pedagogies, student and staff mobility, and EFP internationalization strategies.
Professional centers will operate 2 levels:
- Nationally, with the participation of a large number of local interested parties, while working with centers of professional excellence in other countries through international collaboration networks;
- Internationally, they share a common interest in:

The projects of this action aim to create networks that promote regional associations, which will be managed by the cooperation of young people throughout Europe.
Goal

A project of the United European Youth Action consists of 4 phases:

Jean Monnet actions in Higher Education support teaching and research in the field of studies on the European Union in the world.
Studies refer to teaching, learning and research on the European Union, its history, their goals, structures, functions or policies.
In the case of EU policies, Jean Monnet actions must contribute to disseminating knowledge on how these policies can benefit the daily lives of citizens in the EU or abroad, or how they can influence the policy development system, in similar areas, either at the length of the Member State or abroad, nationally, regional or world.

Jean Monnet Actions of Education and Research:

Jean Monnet actions must take one of the following forms: modules , chairs and centers of excellence .
- Modules short courses or short teaching programs in the field of EU studies offered within a higher education institution. The minimum duration is 40 teaching hours per academic year for 3 years. Modules can be focused on a certain discipline of EU studies or adopting a multidisciplinary approach. They can also take the form of short -term specialized or summer programs.
- Chair are teaching places specialized in EU studies for 3 -year university professors . The holder must be a single teacher, who must teach at least 90 teaching hours per academic year. The Chair will also have a team to support and improve the activities, including the provision of additional teaching hours.
- The centers of excellence are reference centers of competence and knowledge on topics related to the EU. They need to gather specialized knowledge and high -level expert skills with the aim of developing synergies between the different disciplines and the resources of European studies.
